What is the product I have seen on many outriggers that you step on to get into your Pulse and where can I buy it and how does it adhere to the outrigger?

Carl,
If you are refering to the black stuff you step on, it is called non-skid.
Most places that have boat parts will carry it in large sizes on a roll
or in pre-cut sizes. Around here Home Depot and Lowes also carry it
but I live on the Gulf on Mexico so boating products are common.
