Thank you for your inquiry. We apologize for the delay in responding and we are pleased to provide the following information.

The Texas Transportation Code defines motorcycles as "*a motor vehicle, other than a tractor, designed to propel itself with not more than three wheels in contact with the ground." Based on information provided in your e-mail, the vehicle may be titled as a motorcycle.

If a vehicle cannot pass an annual vehicle safety inspection, then that vehicle cannot receive Texas registration. The vehicle can receive Texas registration only if the vehicle can pass Texas vehicle safety requirements.. According to §502.005 of the Texas Transportation Code, vehicles that are unable to pass the annual vehicle safety inspection cannot be allowed to operate on public roads.

The Vehicle Titles and Registration Division (VTR) of the Texas Department of Transportation (TxDOT) administer vehicle title and registration statutes. This means that VTR maintains records of vehicle title and registration transactions, such as transfers of vehicle title and ownership; VTR is a recording agency only. VTR does not administer regulations regarding Texas vehicle safety requirements, safety inspections, insurance, or emissions testing.

Although the county tax assessor-collectors issue license plates on in partnership with TxDOT, TxDOT plays no role in determining or enforcing vehicle safety requirements or if a vehicle is street legal. TxDOT does not regulate vehicle inspections or the appearance of vehicles.

If the vehicle can pass the Texas annual safety inspection, then it may be eligible to receive Texas title and registration. The Texas Department of Public Safety (TxDPS) administers regulations regarding Texas vehicle safety inspections, vehicle insurance, and emissions requirements. TxDPS can provide information about the safety inspection, safety requirements, insurance, and emissions requirements. You may contact the TxDPS at:

I cut and pasted some of the definitions Louisiana lists in their
Hwy. Regulatory Act. They define every term used in the law books, in excruciating detail.

Section (1.1) is what we care about.

V=TITLE 32
MOTOR VEHICLES AND TRAFFIC REGULATION

CHAPTER 1. LOUISIANA HIGHWAY REGULATORY ACT

PART I. DEFINITIONS AND GENERAL AUTHORITY

§1. Definitions

When used in this Chapter, the following words and phrases have the meaning ascribed to them in this Section, unless the context clearly indicates a different meaning:

(1) "Authorized emergency vehicle" means a vehicle of a fire department, a vehicle of the department's weights and standards police force, a police vehicle, a privately owned vehicle belonging to members of an organized volunteer fire department ........Blah blah blah etc.

(1.1) "Autocycle" means an enclosed motorcycle that is equipped with safety belts, rollbar, windshield wipers, steering wheel, and equipment otherwise required on a motorcycle and which has no more than three wheels in contact with the roadway at any one time.

(2) "Axle" means the common axis of rotation of one or more wheels whether power-driven or freely rotating, and whether in one or more segments....... Blah blah blah.

Pretty cool, huh? I guess you have to use a windshield wiper to be street legal here. And a steering wheel (darn). Wink

I saw from the old map page listing of owners - one from Maryland. Any info from there re: registration (motorcycle? auto?) Thanks. Mike
