Through a PM message, Leroy has explained that he is determined to get working on his Pulse! He applied for licensing...so he must have insurance then too now.
He added that he needs the motorcycle endorsement on his licensing just to be safe.
Anyways, I too looked up the subject on swapping the 400cc out for a larger water cooled engine. One of the better discussions was this one:

He is right about a link not being available. It spoke of such promise, but it no longer works. It is Steve Schmidt's MSN autocycle club forum. There, it had Dave Bauer's photo gallery of such an engine swap.
I then Googled Dave Bauer and got three hits. So, Leroy, here is that site even though it isn't quite what you are looking for yet.
